Jeff Lower tricks college students into renting properties that need extensive work. He promises to fix any problems before moving in, but falls through on nearly all his promises. He will not paint, replace carpet, fix tiles, etc. before you move in, even he claims he will. He also charges for mowing the lawn, and you have no choice as to how often he mows it. You will also be responsible for shoveling the sidewalk. He took months to give me a copy of my lease, lied to our new landlord, and sends you ridiculous bills for fixing things that aren't even your fault. Jeff Lower is the definition of a slum lord.
