(One friend told me about this website recently)
The tenat name is Jennifer Irving. She did not pay rent, and the most unbelieable, she was trying to use the health department to support her free-living. Unfortunately, I could not afford to let someone free living, and in the same time, to do the damages to the house.
Two facts: 1.if she pays the rent, I have no right to evict her; 2. I got permission from the health dept to fix problems after she moves out. Now the house passed the inspection from the health dept. Attched is the mail I sent to the health dept.

Could I ask to finish the repair work after the tenant moving out?
I told the tenant (and put in writing) that she can move out any time. But she did not want to move out.
She said she had 2 problems needed to fix right away, one is the hot water problem, and another is the kitchen sink. I got a master plumber did the estimation today, he said he could finish that in less than a day. I said if she pay me the rent ( at least the rent for may), I would ask the plumber to fix these 2 problems as soon as possible. But she refused. She said she had an escort account, but it does not mean anything to me. She did not show me how much she put into the account, and I checked with the bank, she could withdraw anytime.
Thus, it is very obvious to me that she does not want to move out, and she does not want to pay the rent. She just uses the health department to support her free living. But I have my mortgage to pay, I have the insurance and the property tax to pay. I even have to pay her water bill if she does not pay the rent. How could I survive?
She started to have serious rent problems at February, 2009. She only paid me $400 in February. Recently, she blocked my toilet in the bathroom, and used that to call the health department. If she stays, I believe she will do more damages to my house to let me fail the inspection.
If you still want me to fix the problems before she moves out, please force her to pay the rent (at least for May). I believe that is a very reasonable request to prevent someone to use the health department for free living.
